Executive Summary of ICT Strategic Plan
The University’s ICT Strategic Plan includes a commitment to develop a comprehensive ICT Strategy for Kulliyyah/Centre/Division and other branch campuses. This ICT Strategic Plan describes the major requirements and processes required for the IIUM to move into a new ICT era.
Aim and Objectives
The aim of the ICT Strategic Plan is to enable all Kulliyyah/Centre/Division to offer their staff the best ICT services. The ICT Strategic Plan is a proposed comprehensive development, deployment and support of ICT services and infrastructure. The main priorities areas of this Strategic Plan are Teaching and Learning, Research and Administrative activities.
Methodology
The University began the development of its ICT Strategic Plan in January 2006. A number of workshops were held by the Information Technology Division which has been described as Strategy Development to create an ICT Strategic Plan. The brainstorming sessions during the workshop were conducted with the participations from various experts in the related areas such as Teaching and Learning, Administration, Research and Consultancy, Student Development, ICT Infrastructure, Library Facilities and Financial aspects. These outcomes were then prepared as a report and finally as a plan for implementation.
Outcomes Of The ICT Strategic Plan
The outcomes of the IIUM ICT Strategic Plan is a long term approach and well coordinated of the ICT infrastructure development, information sharing and a robust ICT Policy and Governance. The other outcomes can be considered under the following headings:
Administration
ICT has contributed many essentials administrative process in IIUM such as Financial System, Students Information System, Asset Management, Alumni, E-Learning, Student Co-Curricular Activities, HRMS etc. Almost 90% of the administrative system developed in-house by the Information Technology Division.
ICT environment has supported many critical decision making as well as to materializes the Vision and Mission of IIUM. A single access point to multiple application system and databases is required to support the fast and effective decision making process.
Teaching and Learning
The demand of ICT usage in Teaching and Learning increase tremendously year by year. The ICT has complemented the existing traditional teaching methods. Therefore, huge investment is needed in the system to support the administrative processes in Teaching and Learning i.e. access to teaching resources as exposure of academic staff to the new technologies.
The excellent infrastructure in ICT is required to support Teaching and Learning which includes the Learning Management System (LMS). The development of LMS must continue to be competitive and useful in future.
Research and Consultancy
An excellent research ICT infrastructure is required to help the initiatives to promote research culture in IIUM. Research infrastructure will be designed to support new research innovative. The new infrastructure to support the research initiatives on inter-disciplinary i.e. Research Group, Cluster, Institute and Centre. Subscription to MyRen and establishment of grid computing facilities would be benefits to all Researchers. Integrated Research database that easily accessible would be the priority to the Research Development in IIUM.
Knowledge Management
The current reality showed that the Knowledge Management is not fully implemented in IIUM. A drastic policy need to be establish so that a proper guidance and procedures for Knowledge Management could be further develop and utilized.
Training and ICT Human Resource Development
A strategic initiatives should be taken to the provision of ICT Training and Human Resources Development. All ICT staff should have a proper ICT training and development which integrates with their requirement and career development. Every ICT development and policy making should also corresponding to the training and Human Resource requirement.

The ICT Strategic Plan describes the principles and the processes required to deliver the ICT environment in IIUM. The strategy can be divided into five categories:

The focus of the strategies would be divided into two phases of implementation:
Phase I: 2007 – 2008
In this phase, the IIUM should focus on the Strategy I and Strategy V which is to improve the existing policy and to promote the usage of ICT in Teaching and Learning especially the utilization of Learning Management System (LMS).

Phase II: 2009 – 2011
In this phase the focus should be Strategy II, III, and IV. The emphasize on the Strategy III and Strategy IV inline with the IIUM strategic target to become a Research University by 2010.
